The water always flows from up to down. Only there a water pressure the water flows down to up. But normally water flows up to down.
If we cut the Earth we can see the structure of the Earth. It is

  1. Crust
  2. Mantle
  3. Core

So the ground floor of the Earth is Core.
These are the advantages of building river dams.

  1. Reduces production of greenhouse gasses such as Carbon Dioxide.
  2. Can prevent uncontrolled flooding.

Disadvantages are

  1. Very expensive to build
  2. Large scale wildlife habitat destroyed by river valley flooding.
