Submitted memorandum for Strict enforcement of Rules to Keep our City Beautiful & Safe from defacement/disfigurement.

We the citizen ambassadors of Dharwad Hubballi submitted memorandums to our District Incharge Minister Mr. Vinay Kulkarni, DC Mr. S.B. Bommanahalli, HDMC Commissioner Mr. Siddalingayya Hiremath and HDMC Zone 1 Assistant Commissioner Mr. Vijay Samrat. We had meaningful discussions and have been assured of appropriate and timely action against the offenders.

We have appealed for the following:

1. Strict enforcement of The Karnataka Open Places ( Prevention of
Disfigurement ) Act, 1981.

2. Strict action against the offenders who have defaced the walls at KCD road, Dharwad.

We the members of Hubballi Dharwad Action Force ( HDAF )which is a citizen’s forum focusing on keeping our city clean, green and beautiful would like to appeal to the district administration to take appropriate strict action against the offenders who have defaced the walls at KCD Road.

We have been beautifying and maintaining many areas in the twin cities with 1000s of Citizens and around 8 months back with permission and collaboration from HDMC and many other organizations had cleaned and painted these walls with more than 200 citizens and artists. It’s a one of it’s kind 1 kilometre impactful artwork wherein citizens invested their own time,money and skills for the beautification of their city.

Sadly there has been repeated defacing of this wall by several miscreants. We request that strict action be taken against them.

According to The Karnataka Open Places Act 1981 this is a punishable offence and if we enforce this strictly then it will act as a deterrent to the others. This positive step can help us stop this rampant practice happening everywhere in Hubballi Dharwad spoiling it’s pristine beauty.

We also suggest that there should be boards installed at strategic locations( market area, bus stops , malls etc.) or walls specifically kept aside for such advertisements/ expressions/ notifications instead of disfiguring the entire city.

We also understand that this can be due to lack of awareness and we need to educate and spread the word using different forms of media. There can also be boards displayed which can highlight this Act and mention the punishment for it.

If we do not strictly enforce this Act then very soon every single surface will be defaced.
